Menciono también otras iniciativas y planes para la educación - regionales, hemisféricos, iberoamericanos, mundiales - surgidos antes, durante y después de la EPT. Los últimos puntos se refieren al proceso mundial de consultas en torno a la educación más allá del 2015, plazo de las metas de la EPT así como de los Objetivos de Desarrollo del Milenio - ODM (2000-2015), así como a la aprobación de la Agenda 2030 de Objetivos de Desarrollo Sostenible (ODS). <br /><br />Este recuento se sustenta en un largo proceso personal de trabajo, investigación y monitoreo de la EPT desde sus inicios, en 1990, tanto a nivel regional como mundial. <span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>1. </b></span>Mucho antes del lanzamiento de la iniciativa mundial de '<a href="http://www.unesco.org/new/es/our-priorities/education-for-all/">Educación para Todos</a>' (EPT) en 1990, en cada una de las regiones y a nivel mundial se habían hecho compromisos en torno a la educación, que no se cumplieron. En América Latina y el Caribe, el primer Proyecto Principal sobre la Extensión y el Mejoramiento de la Educación Primaria en América Latina (1957-1966) fue seguido por el segundo <a href="http://www.unesco.org/new/es/santiago/previous-international-agenda/the-major-project-of-education-1980-2000/">Proyecto Principal de Educación para América Latina y el Caribe</a> (PPE) (1980-2000), ambos coordinados por la UNESCO. El PPE se planteó tres metas para el año 2000:</span><br />
<blockquote class="tr_bq">
<span style="font-family: "arial" , "helvetica" , sans-serif;">(a) asegurar la escolarización a todos los niños en edad escolar y ofrecerles una educación general mínima de 8 a 10 años; </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">(b) eliminar el analfabetismo antes del fin de siglo y desarrollar y ampliar los servicios educativos para los adultos; y </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">(c) mejorar la calidad y la eficiencia de los sistemas educativos a través de las reformas necesarias". </span></blockquote>
<span style="font-family: "arial" , "helvetica" , sans-serif;">El Balance de 20 años del PPE se presentó en la reunión PROMEDLAC VII en Cochabamba-Bolivia (marzo 2001), donde se cerró oficialmente, concluyéndose que hubo avances en las metas pero que éstas no se cumplieron. Participé en muchas actividades del PPP desde fines de los 1970s y estuve en esta reunión de cierre en Cochabamba presentando un informe encargado por la UNESCO.</span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>2. </b></span>La 'Educación para Todos' arrancó en 1990 en la <a href="http://www.unesco.org/education/pdf/JOMTIE_S.PDF">Conferencia Mundial sobre Educación para Todos</a> (Jomtien-Tailandia). Estuve en Jomtien, invitada por la UNESCO a presentar la experiencia de la <a href="http://otra-educacion.blogspot.com/2011/09/la-campana-nacional-de-alfabetizacion.html">Campaña Nacional de Alfabetización "Monseñor Leonidas Proaño"</a> del Ecuador (de la cual fui Directora Pedagógica) en un panel de experiencias de alfabetización de varias regiones del mundo. <br /><br /><span style="font-size: x-large;"><b>3.</b></span> La Educación para Todos empezó en 1990, en Jomtien, no en el 2000 (<a href="http://unesdoc.unesco.org/images/0012/001211/121147s.pdf">Foro Mundial de Educación</a>, Dakar-Senegal), como vienen creyendo o afirmando muchos. En Dakar se presentó la evaluación de la década 1990-2000; las metas no se cumplieron, por lo cual se decidió ampliar 15 años el plazo, hasta 2015. Estuve invitada por UNESCO en el foro de Dakar y escribí al respecto.</span><br />

Si además consideramos, en el caso de América Latina y el Caribe, los dos Proyectos Principales de Educación, el primero de ellos iniciado en 1956, llevamos más de seis décadas persiguiendo metas regionales e internacionales para la educación, sin que ninguna de esas agendas se hayan cumplido a cabalidad. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>4. </b></span>El plazo ampliado fijado para la EPT (2015) coincidió con el plazo de los <a href="http://www.un.org/spanish/millenniumgoals/">Objetivos de Desarrollo del Milenio (ODM)</a> adoptados en el año 2000. Los ODM incluyeron 8 objetivos y 18 metas. El Objetivo 2, referido a la educación, fue completar la "educación primaria universal" por parte de niños y niñas (el indicador fue "supervivencia al quinto grado"). Esto significó un retroceso respecto del PPE que buscaba ofrecer 8 a 10 años de escolaridad a todos los niños y niñas hasta el año 2000. Finalmente, la mayoría de objetivos y metas asociados a <a href="https://ourworldindata.org/millennium-development-goals">los ODM no se cumplieron</a> a nivel mundial y tampoco en esta región (ver tabla más abajo). Concretamente, el Objetivo 2 no se cumplió: en 1991, 80% de los niños y niñas en edad escolar en los 'países en desarrollo' estaban en el sistema escolar; en el año 2015 ese porcentaje había subido al 91%. </span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>5. </b></span>En el año 2000, con ocasión del Foro Mundial de Dakar, invité a dos especialistas latinoamericanos (Pablo Latapí y Sylvia Schmelkes) a redactar juntos un <b>Pronunciamiento Latinoamericano por una Educación para Todos</b>, un posicionamiento crítico frente a los débiles esfuerzos de los gobiernos y de las agencias internacionales en torno a la EPT durante la década de 1990. Presenté en Dakar dicho documento (en aquel momento firmado por más de 1000 personas, más adelante por más de 10 mil y organizaciones dentro y fuera de la región; el documento lo tradujimos al español, portugués, inglés y francés). <br /><br />Desde el 2002 y durante casi diez años moderé la comunidad virtual Comunidad Educativa integrada por más de 1.000 firmantes del Pronunciamiento. A fines de 2010, transcurridas dos décadas de la 'Educación para Todos', consensuamos un <a href="http://otra-educacion.blogspot.com/p/pronunciamiento-latinoamericano-por-una.html">II Pronunciamiento Latinoamericano por una Educación para Todos</a>, para lo cual organizamos una reunión presencial en Buenos Aires. Miguel Soler Roca (Uruguay) y yo redactamos el documento.</span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>6. </b></span>'Educación para Todos' no se refirió solo a niños y niñas. La "<b>visión ampliada de la educación básica</b>" aprobada en 1990 en Jomtien implicaba educación básica para niños, jóvenes y adultos, dentro y fuera del sistema escolar. </span><br />

Fue un listado de seis metas, desarticuladas entre sí, tomadas y monitoreadas por separado, sin una visión de conjunto que permitiera visualizar y entender las inter-relaciones entre ellas. </span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>8. </b></span>Las <b>seis metas de Educación para Todos</b> aprobadas en 1990 en Jomtien no fueron exactamente las mismas seis metas aprobadas en 2000 en Dakar. Hay diferencias en la conceptualización y redacción de dichas metas, y retrocesos en algunas de ellas. En Jomtien, la meta referida a educación primaria abría la puerta más allá de la primaria, incorporando lo que cada país considerara "educación básica"; en Dakar el tope fue educación primaria. En Dakar se eliminaron dos metas que estaban en la agenda de Jomtien: la Meta 3 dedicada específicamente al aprendizaje y la meta 6 referida al papel de los medios de información y comunicación para fines de información pública y educación ciudadana. En cambio, en Dakar se agregó una meta aparte dedicada a la calidad.</span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;">El Decenio de la Alfabetización de Naciones Unidas (2003-2012), coordinado por la UNESCO, no contribuyó - como se esperaba - a dinamizar el campo ni a instalar la "<a href="http://otra-educacion.blogspot.com/2011/02/literacy-for-all-renewed-vision.html">visión renovada de la alfabetización</a>" propuesta en el Documento Base preparado para dicho Decenio.Estuve a cargo de la redacción de este Documento Base, el cual fue aprobado en una sesión especial en el Foro Mundial de Dakar en el año 2000.</span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>10.</b></span><a href="http://www.unesco.org/new/es/education/themes/leading-the-international-agenda/efareport/"> <b>Informes Mundiales de Seguimiento de la EPT</b></a> se realizaron anualmente desde 2002, cada uno centrado en un tema específico. <a href="http://www.unesco.org/new/es/education/themes/leading-the-international-agenda/efareport/the-report-and-efa/">El informe fue realizado por un equipo independiente de la UNESCO</a>. Asumió el Foro Mundial de Dakar (2000) como punto de
partida de la EPT, sin referencia a la década previa a partir
de Jomtien (1990-2000). Antes de 2002, y durante toda la década de 1990, se hicieron informes de avance, de mitad y de fin de década, así como informes parciales y ocasionales en torno a cuestiones específicas. El Informe de Seguimiento de la EPT 2013-2014 se centró en el tema <a href="https://es.unesco.org/gem-report/node/259">Enseñanza y aprendizaje: Lograr la calidad para todos</a>. El último Informe de Seguimiento de la EPT (2015) hizo un balance de <a href="http://unesdoc.unesco.org/images/0023/002324/232435s.pdf">La Educación para Todos 2000-2015: Logros y desafíos</a>. </span><span style="font-family: "arial" , "helvetica" , sans-serif;">
<b><br /><br /><span style="font-size: x-large;">11.</span></b></span> <span style="font-family: "arial" , "helvetica" , sans-serif;">El <b><a href="http://huebler.blogspot.com/2006/11/efa-development-index-assessing.html">Indice de Desarrollo de la Educación para Todos</a></b> (IDE), creado en 2003 para monitorear el avance de la EPT en los países, no incluyó las seis metas de la EPT sino solo cuatro de ellas. Quedaron afuera dos: el cuidado y la educación infantil (Meta 1): "Expandir y mejorar el cuidado infantil y la educación inicial integrales, especialmente para los niños y niñas más vulnerables y en desventaja", y la educación básica de jóvenes y adultos (Meta 3): "Asegurar la satisfacción de las necesidades de aprendizaje de jóvenes y adultos a través del acceso equitativo a programas apropiados de aprendizaje de habilidades para la vida y para la ciudadanía". Las razones aducidas en el Informe Mundial de Seguimiento de la EPT son que "los datos no están suficientemente estandarizados" en ambos campos (<a href="http://www.unesco.org/new/es/education/themes/leading-the-international-agenda/efareport/reports/2006-literacy/">Informe Mundial de Seguimiento de la EPT 2006</a>, Resumen: pág. 4). Para el caso de los adultos se agregó además, posteriormente, que no hay claridad en la redacción de las metas 3 y 4 (<a href="http://www.unesco.org/new/es/education/themes/leading-the-international-agenda/efareport/reports/2009-governance/">Informe Mundial de Seguimiento de la EPT 2009</a>).<span style="font-size: x-large;"><b><br /><br />12. </b></span><b>La EPT y el Indice de Desarrollo de la EPT (IDE) no se ocuparon de cuestiones como la gratuidad de la educación, los contenidos, la pedagogía y los aprendizajes</b>. En el Indice de Desarrollo de la EPT (IDE), la "calidad" (Meta 6) se refiere solo a la educación escolar y a la educación primaria concretamente, y se mide como "supervivencia al quinto grado". Una noción claramente inadecuada e insuficiente de calidad vinculada a la educación.</span></div>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: large;"><b><span style="font-size: x-large;">13.</span> </b></span><b>Los gobiernos de América Latina y el Caribe prestaron poca atención a la EPT</b> al momento de elaborar e implementar sus políticas y planes para la educación. Cumplieron con preparar los infomes solicitados por la UNESCO, pero pocos se rigieron por ellos. Las agendas educativas de cada país se definieron más bien a partir de las dinámicas y prioridades nacionales, y en el marco de otras iniciativas internacionales surgidas a lo largo de las dos últimas décadas tales como las <a href="http://www.summit-americas.org/defaults.htm">Cumbres de las Américas</a> (iniciativa del gobierno estadounidense y coordinadas por la <a href="http://www.oas.org/main/spanish/">OEA</a>), las <a href="http://www.oei.es/cumbres.htm">Cumbres Iberoamericanas</a> (iniciativa del gobierno español y coordinadas por la <a href="http://www.oei.es/">OEI </a>y la SEGIB) y los <a href="http://www2.undp.org/spanish/mdg/">Objetivos de Desarrollo del Milenio</a>, todas ellas desarrolladas en paralelo. <br /><span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span></span><span style="font-family: "arial" , "helvetica" , sans-serif;">

Organización de Estados Americanos (OEA), con sede en Washington. La I Cumbre
de las Américas se realizó en 1994 en Miami. En la II Cumbre (Chile, abril

Educación para el hemisferio con tres metas a cumplirse hasta el año 2010: <br />

3. Oportunidades de aprendizaje a lo largo de la vida para la población en

En la VII Cumbre de las Américas (Panamá, abril de 2015) se firmó, a iniciativa
del gobierno de Colombia, una Carta de Intención en torno a la creación de un
<a href="http://www.oas.org/es/centro_noticias/comunicado_prensa.asp?sCodigo=C-127/15">Sistema Interamericano de Educación</a> con el objetivo de “promover
el mejoramiento de la calidad de la educación en el continente e impulsar la
investigación e identificación de políticas públicas efectivas en la
materia". Los organismos firmantes incluyeron a la OEA, el BID,
el CAF y el Banco Mundial. La Resolución sobre la “Construcción de una Agenda
Educativa Interamericana: Educación con Equidad para la Prosperidad” propuso

<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>15.</b> </span>Un nuevo plan empezó a organizarse en 2008 a propósito de la conmemoración del Bicentenario de la Independencia de España por parte de los países de América Latina. Se trata de las “<a href="http://www.oei.es/metas2021.htm"><b>Metas Educativas 2021</b>”</a>, bajo la coordinación de la <a href="http://www.oei.es/">Organización de Estados Iberoamericanos</a> (OEI), aprobada en la <a href="http://www.oei.es/xviiicumbre.htm">XVIII Cumbre Iberoamericana</a> (El Salvador, octubre 2008) por los Jefes de Estado de los 22 países que conforman Iberoamérica: 19 en América Latina y 3 en Europa (España, Portugal y Andorra). Las 11 metas se plantearon para el período 2011-2021, con el 2015 como plazo intermedio, a fin de "redoblar el esfuerzo para lograr los objetivos de la EPT en 2015" (documento inicial, p. 20). El <a href="http://www.oei.es/metas2021/noticias.htm">Congreso Iberoamericano de Educación: Metas 2021</a> (Buenos Aires, Argentina, 13-15 sep. 2010) tuvo como "objetivo principal discutir y concretar los objetivos, metas, indicadores, programas de acción compartidos y mecanismos de seguimiento y evaluación" de dichas Metas. El plan fue aprobado por los Jefes de Estado en la <a href="http://www.oei.es/metas2021/xxcumbreiberoamericana.htm">XX Cumbre Iberoamericana</a> "Educación e inclusión social" (Mar del Plata, Argentina, 3-4 diciembre. <a href="http://www.oei.es/declaraciondemardelplata.php">Declaración de Mar del Plata</a>). La crisis europea y española en particular, complicaron el escenario de las Metas 2021 y de la cooperación española en general.</span><span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>

<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>16.</b> </span>En diciembre de 2010 se agregó la <b><a href="http://go.worldbank.org/920H6Z0S80">Estrategia de Educación 2020</a></b>: "Invirtiendo en el Conocimiento y las Habilidades de las Personas para Promover el Desarrollo" del Banco Mundial, destinada a los "países en desarrollo". La ES2020 planteó poner el énfasis en el aprendizaje, pasando de <i>Educación para Todos</i> a <i>Aprendizaje para Todos</i>. Se centró en el cumplimiento de los Objetivos de Desarrollo del Milenio, especialmente los dos referidos a educación, pero también se propuso contribuir a las metas de la Educación para Todos a través de la <i>Fast Track Initiative</i> organizada por el BM a partir de 2002; se planteó como multisectorial; buscó incluir no solo la educación ofrecida por el Estado sino también por la empresa privada y por organizaciones de la sociedad civil. Según explicó el Banco Mundial, la ES2020 se planteó dos objetivos principales: (a) reformar el sistema, más allá de la provisión de insumos <i>(inputs</i>), y (b) crear una base de conocimientos para dicha reforma. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>17.</b></span> En el <a href="http://unesdoc.unesco.org/images/0021/002180/218083s.pdf">Informe de Seguimiento de la EPT en el Mundo 2012: Los jóvenes y las competencias</a> ya estaba claro que <b>en el 2015 no se cumplirían las metas ni de la EPT ni las de los ODM vinculadas a la educación</b>. La completación de la educación primaria (meta 3 de los ODM) no sería alcanzada por muchos países, pese a ser una meta mucho más modesta que la "educación básica para todos" establecida por la EPT. El <a href="https://es.unesco.org/gem-report/node/259">Informe 2013-2014</a> habló de una "crisis global de aprendizaje", llamó a prestar atención especial a los docentes para superarla, y afirmó esta vez con contudencia que "<b>no se alcanzará ni uno solo de los objetivos a escala mundial antes de que concluya 2015</b>".</span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;">Algunos datos provistos en este informe 2013-2014: </span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ Los indicadores de <b>acceso y desarrollo educativo vienen estancándose</b> e incluso retrocediendo en casi todas las regiones del mundo.</span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ Los <b>países ricos vienen incumpliendo sus compromisos y reduciendo la cooperación en educación</b> de
manera drástica en muchos casos, forzando a buscar alternativas de financiamiento. </span></blockquote>
<blockquote class="tr_bq">
<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ Al menos 250 millones de niños, de los 650 millones en
edad escolar, no saben leer ni escribir ni están adquiriendo los conocimientos básicos en 21
de los 85 países para los cuales hay información completa. Esto, pese a que casi la mitad de ellos se han escolariado al menos durante 4 años (meta de los ODM), dejando en claro la <b>mala calidad de la oferta educativa</b> y
la <b>insuficiencia de cuatro años de escolaridad</b> para lograr una alfabetización sólida, útil y sostenible. </span></blockquote>

<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ <b>Solo 13 de los 90 países para los cuales hay datos en este campo, lograrán la universalización la de la educación primaria</b> (matrícula + completación de este nivel). </span></blockquote>

<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ <b>Cerca de la mitad de los 57 millones de niños y niñas que están fuera de la escuela no llegarán nunca a ésta.</b></span></blockquote>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>18. </b></span>La cercanía del 2015 llevó a las agencias internacionales involucradas a movilizar una serie de iniciativas internacionales para acelerar las metas del 2015, especialmente en torno a los Objetivos de Desarrollo del Milenio, y para discutir el "más allá del 2015":</span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ En 2010 UNICEF y el Instituto de Estadística de la Unesco (UIS) lanzaron la iniciativa mundial <a href="http://completarlaescuela.org/">Completar la Escuela</a>, centrada en 25 países cuyo lema fue "Todos los niños en la escuela en 2015". </span><br />
<br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ En septiembre de 2012 el Secretario General de Naciones Unidas, Ban Ki-Moon, lanzó en Nueva York el plan mundial <a href="http://otra-educacion.blogspot.com/2012/09/educacion-primero-education-first.html">La Educación ante Todo</a> (<a href="http://otra-educacion.blogspot.com/2012/09/educacion-primero-education-first.html">Education First</a>), con oportunidad de la 67 Sesión de la Asambea General de la ONU. La idea fue acelerar el progreso de los <a href="http://www.un.org/spanish/millenniumgoals/">Objetivos de Desarrollo del Milenio</a> (2000-2015) y específicamente el Objetivo 2: "Lograr la enseñanza primaria universal". La Educación ante Todo planteó tres prioridades para los cinco años siguientes: (a) todo niño en la escuela, (b) mejorar la calidad de la educación, y (c) fomentar la ciudadanía global, a fin de desarrollar "la comprensión, las habilidades y los valores necesarios para cooperar en la resolución de los desafíos intercontados del siglo 21". </span><br />
<br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ El equipo encargado de los Informes Mundiales de Seguimiento de la EPT (EFA GMR) organizó una serie de actividades, blogs y consultas en línea sobre el futuro de la <a href="http://www.unesco.org/new/es/education/themes/leading-the-international-agenda/efareport/post-2015/">Educación post- 2015</a>. </span><br />
<br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ Las consultas en torno a la educación incluyeron la "Consulta Global Temática sobre la Educación en la Agenda Post 2015", organizada por UNESCO y UNICEF y realizada en Dakar el 18-20 marzo 2013. </span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ El <a href="http://unesdoc.unesco.org/images/0022/002200/220033E.pdf">documento borrador</a> (marzo de 2013) preparado por el EFA GMR y presentado en Dakar propuso ampliar el plazo de la EPT por 15 años más (hasta 2030), con una meta abarcativa, 5 metas individuales y 3 principios. <span style="font-family: "arial" , "helvetica" , sans-serif;">"Asegurar que, para el año 2030, toda persona tenga la oportunidad de aprender lo básico, sin importar las circunstancias. Aprender lo básico significa que cada niño/a, joven o adulto, pueda leer y escribir comprensivamente y realizar operaciones matemáticas".</span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;">Metas individuales:</span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">1.Terminación de la educacion infantil, la educación primaria y el primer ciclo de la educación secundaria por parte de niños y adolescentes. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">2. Calidad de la oferta, de modo que todos los niños y adolescentes tengan iguales oportunidades de lograr resultados reconocibles y medibles especialmente en lectura/escritura y cálculo.</span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">3 Adquisición por parte de jóvenes y adultos de habilidades necesarias para lograr un trabajo decente y llevar una vida plena, mediante capacitación apropiada, incluidos programas de segunda oportunidad. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">4. Eliminar las inequidades y tomar medidas específicas para llegar a los desatendidos por factores como género, pobreza, ubicación, etnicidad o discapacidad.</span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">5. Financiamiento de la educación.</span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: large;"><b><span style="font-size: x-large;">19.</span> </b></span>La Consulta Global Temática concluyó con la propuesta de una 'meta abarcativa' - “<b>educación equitativa de calidad a lo largo de la vida y aprendizaje a lo largo de la vida para todos"</b> ("<i>equitable quality lifelong education and learning for all”</i>) - tan abarcativa que es más bien una meta de metas. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: large;"><b><span style="font-size: x-large;">20.</span></b></span> Del 12 al 14 de mayo de 2014 se realizó en Muscat, Omán la <b>Reunión Mundial sobre la Educación para Todos</b> (Global Education Meeting - GEM) con el objetivo de "establecer la hoja de ruta
necesaria para alcanzar la Educación para Todos en la agenda para el
desarrollo después de 2015". La reunión se refirió a la EPT como un proceso de 15 años que arrancó en 2000 en Dakar, ignorando la década de EPT a partir de Jomtien (1990-2000).</span><br />

La Educación para Todos 2000-2015: Logros y desafíos</a> reconoció que "15 años de seguimiento muestran unos resultados discretos". En el Prólogo, Irina Bokova, entonces Directora General de la UNESCO, resumió así un balance final de la EPT:</span></div>

"En el mundo todavía hay 58 millones de niños sin escolarizar y otros 100
millones que no terminan la enseñanza primaria. La desigualdad en la educación
ha aumentado, y los más pobres y desfavorecidos cargan con las peores
consecuencias. La probabilidad de no ir a la escuela es cuatro veces mayor
entre los niños más pobres del mundo que entre los más ricos, y cinco veces
mayor la de no terminar la enseñanza primaria. Los conflictos siguen siendo
enormes barreras para la educación, y la ya elevada proporción de niños sin
escolarizar que vive en zonas de conflicto va en aumento. Globalmente, la mala
calidad de aprendizaje en la enseñanza primaria hace que todavía haya millones
de niños que dejan la escuela sin haber adquirido las competencias básicas.<br /><br />Además, la
educación sigue estando insuficientemente financiada. Muchos gobiernos han
incrementado el gasto educativo, pero pocos han dado prioridad a la educación
en los presupuestos nacionales y la mayoría le asigna menos del 20% recomendado
para subsanar los déficits de financiación. Algo similar ocurre con los
donantes que, tras impulsar en un principio los presupuestos de ayuda, han
reducido desde 2010 su apoyo a la educación y no han dado la suficiente
prioridad a los países más necesitados". </span></blockquote>

La Agenda 2030, articulada en torno a 17 Objetivos de Desarrollo Sostenible (ODS) a alcanzarse hasta el año 2030,
es más amplia y ambiciosa que la Agenda del Milenio, aprobada en el año 2000 con 8 Objetivos de Desarrollo del Milenio (ODM) a alcanzarse hasta el año 2015.<span style="mso-spacerun: yes;"> </span><br />

El ODS 4 está dedicado a la educación. Sus 10 metas son más amplias que las 6
metas de la Educación para Todos (EPT), aprobada en 1990 y ratificada en el año
2000 con plazo hasta 2015. A su vez, los ODM incluyeron un único objetivo para
la educación, que fue universalizar la terminación de la educación primaria
hasta el 2015. Ni la EPT ni los ODM lograron alcanzar las metas planteadas.<br />
<br />
El ODS 4 - “Garantizar una educación inclusiva y equitativa de calidad y promover oportunidades de aprendizaje a lo largo de la vida para todos” - incluye 10 metas - 7 de ellas referidas a resultados y 3 a estrategias para alcanzar esos resultados – y 169

La educación atraviesa a toda la Agenda 2030. Hay concidencia en afirmar la importancia de la educación en el cumplimiento de todos los ODS. Al mismo tiempo, se destaca la necesidad de profundos cambios en el campo de la educación si se
espera que ésta contribuya a dicha agenda.<span style="font-size: x-large;"><b><br />23</b></span>. La <a href="http://unesdoc.unesco.org/images/0024/002456/245656s.pdf">Declaración de Incheon</a>, firmada al término del Foro Mundial de Educación realizado en Incheon, Corea del Sur, en mayo de 2015, afirmó la necesidad de “una nueva visión de la educación” como requisito para cumplir con el ODS 4. En el centro de esa "nueva visión" está la necesidad de adoptar el enfoque de aprendizaje a lo largo de la vida para las políticas y las reformas educativas. segundo Proyecto Principal de Educación (1980-2000) en América Latina y el Caribe no se cumplieron, pese a dos décadas de esfuerzos coordinados por la oficina regional de la UNESCO. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">» Las metas mundiales de la Educación para Todos (EPT) - algunas muy modestas para muchos países y demasiado exigentes para otros - no se cumplieron en 25 años de implementacón y una década de monitoreo a través de informes anuales de monitoreo a nivel mundial. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">» Incluso la meta mínima para la educación establecida dentro de los Objetivos de Desarrollo del Milenio (2000-2015) - completar cuatro años de escolaridad - no fue lograda por la mayoría de 'países en desarrollo' en 2015.</span></blockquote>

<span style="font-family: "arial" , "helvetica" , sans-serif;">¿Es posible esperar que, partiendo de la agenda inconclusa de la Educación para Todos, metas más ambiciosas se cumplan en los próximos 15 años? El desafío no es solamente repensar y modificar las metas sino repensar y modificar el
modelo y los supuestos con los cuales vienen fijándose dichas metas.
"Poner a los países en el asiento del conductor" fue una consigna muy repetida durante los años de la Educación para Todos, al igual que "mejorar la coordinación inter-agencial", "promover alianzas", "asegurar nuevas fuentes de financiamiento", y otras. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;">Es hora de aprender de las lecciones de estas décadas de planes y metas para la educación a nivel mundial y regional. El mundo ha cambiado enormemente
en los últimos 25 años. La heterogeneidad es la norma. La incertidumbre, un signo de los tiempos. Metas universales, iguales para
todos, y fijadas para largos períodos de tiempo, no han funcionado. Es preciso reconocer y respetar la
diversidad, adoptar metas y plazos diferenciados y flexibles, ayudar a que los países (no solo gobiernos sino sociedades) identifiquen y definan sus propias agendas educativas, prioridades y estrategias, de acuerdo a sus necesidades y posibilidades.</span></blockquote>

America and the Caribbean. It is the result of my own work, research and
monitoring of EFA since its launch in 1990. I highlight some important
facts and clarify a few points. I also refer to other education
initiatives and plans taking place prior to and alongside EFA. The last
points refer to the 2030 Agenda and the Sustainable Development Goals
(2015-2030). </span></span></span></span></blockquote>

<span style="font-family: "arial" , "helvetica" , sans-serif;"><b><span style="font-size: x-large;">1.</span> </b>Long before the <a href="http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/education-for-all/">Education for All</a> (EFA) world initiative was launched, there were world and regional education commitments that had not been met. In the case of Latin America ad the Caribbean, the First Major Project for the Expansion and Improvement of Primary Education (1956-1966) was followed by the Second <a href="http://www.unesco.org/new/en/santiago/previous-international-agenda/the-major-project-of-education-1980-2000/">Major Project for Education in Latin America and the Caribbean</a> (MPE) (1980-2000), both coordinated by UNESCO. The MPE set three major goals for the year 2000:</span><br />
<blockquote>
<span style="font-family: "arial" , "helvetica" , sans-serif;">"(a) ensuring schooling to all school-age children and a general education of 8 to 10 years as a minimum; </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">(b) eliminating illiteracy before the end of the century as well as developing and expanding educational services for adults; and </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">(c) improving the quality and efficiency of educational systems through the introduction of the necessary reforms." </span></blockquote>
<span style="font-family: "arial" , "helvetica" , sans-serif;">The 20 Year Balance of the MPE was presented at the PROMEDLAC VII meeting in Cochabamba-Bolivia (March 2001), where the Project was officially closed. It was admitted that the goals were not met, although there were advances over the 20 years. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>2.</b> </span><a href="http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/education-for-all/">Education for All</a> (EFA) was launched at the <a href="http://unesdoc.unesco.org/images/0009/000975/097552e.pdf">World Conference on Education for All</a> (Jomtien-Thailand), not in 2000 (<a href="http://unesdoc.unesco.org/images/0012/001211/121147e.pdf">World Education Forum</a>, Dakar-Senegal), as many say or believe. I was in Jomtien, invited by UNESCO to present the experience of Ecuador's <a href="http://otra-educacion.blogspot.com/2011/09/la-campana-nacional-de-alfabetizacion.html">National Literacy Campaign "Monsignor Leonidas Proaño"</a> (I was the Pedagogical Director of the Campaign) in a special panel where literacy experiences from different regions of the world were presented. </span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>3.</b> </span><a href="http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/education-for-all/the-efa-movement/">Education for All</a> (EFA) started in 1990, at the <a href="http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/education-for-all/the-efa-movement/jomtien-1990/">World Conference on Education for All</a><a href="http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/education-for-all/the-efa-movement/jomtien-1990/">,</a> Jomtien-Thailand), not in 2000 (<a href="http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/education-for-all/the-efa-movement/dakar-2000/">World Education Forum</a>, Dakar-Senegal), as many say or believe. </span></span><span style="font-family: "arial" , "helvetica" , sans-serif;">The Dakar Forum was meant to evaluate what had been done in terms of the EFA goals during the 1990-2000 decade.
Since the goals were not met, it was decided to extend the deadline
until 2015. Thus, EFA was there for nearly 25 years - a quarter of a
century. </span><br />

But it is unacceptable in the year 2000 that more than 113 million children have no access to primary education, 880 million adults are illiterate, gender discrimination continues to permeate education systems, and the quality of learning and the acquisition of human values and skills fall far short of the aspirations and needs of individuals and societies. Youth and adults are denied access to the skills and knowledge necessary for gainful employment and full participation in their societies. Without accelerated progress towards education for all, national and internationally agreed targets for poverty reduction will be missed, and inequalities between countries and within societies will widen.” (Dakar Framework of Action, World Education Forum, April 2001). </span></blockquote>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>4. </b></span>The new EFA deadline coincided with the deadline of the <a href="http://www.un.org/millenniumgoals/">Millennium Development Goals </a>(MDG) adopted in 2000. In the framework of MDGs, the goal for education was "universal primary education" (UPE) for children. The indicator was "survival to grade 5." A step back with respect to the Major Project which aimed at ensuring all children a minimum of 8-10 years of schooling by the year 2000. Countries in the English-speaking Caribbean as well as many countries in Latin America are currently striving to achieve universal secondary education and Cuba is aiming at universal tertiary education. UPE has been reached in many countries. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>5. </b></span>In the year 2000, with occassion of the World Education Forum in Dakar, together with two other Latin American specialists, we drafted the <b>Latin American Statement on Education for All</b>, a critical position <i>vis à vis</i> the meager efforts displayed by governments and by international agencies towards EFA in 1990-2000. I was invited by UNESCO to the Dakar Forum so I presented the document there, at that time signed by nearly 1,000 people. Later, the document (available in Spanish, Portuguese, English and French) was signed by over 10.000 people in and out of the region. For nearly ten years, I moderated a virtual community - <i>Comunidad Educativa</i> - integrated by signatories of the LAC Statement. At the end of 2010, commemorating two decades of Education for All, we drafted a <a href="http://otra-educacion.blogspot.com/p/pronunciamiento-latinoamericano-por-una.html">II Latin American Statement on Education for All</a> and organized a face-to-face regional meeting in Buenos Aires to discuss and approve it. </span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>11.</b> </span>The<a href="http://www.unesco.org/en/efareport/resources/statistics/efa-development-index/%20"> EFA Development Index (EDI)</a> created in 2003 in order to monitor EFA goals in countries, did NOT include the six EFA goals. It included only four goals. Two were left out: early childhood care and education (Goal 1): "expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children", and youth and adult basic education (Goal 3): "ensuring that the learning needs of all young people and adults are met through equitable access to appropriate learning and life skills programmes." The explanation given was that “the data are insufficiently standardized” in both fields (<a href="http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/efareport/reports/2006-literacy/">EFA Global Monitoring Report 2006</a>, Summary: 4). For the case of adults it was later added that there was lack of clarity and definition problems involved in the phrasing of goal 3 and goal 4 (<a href="http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/efareport/reports/2009-governance/">EFA Global Monitoring Report 2009</a>).<span style="font-size: x-large;"><b><br /><br />12.</b> </span>EFA and EDI did not include references or indicators for issues such as free public education, contents, pedagogies, and learning. In EDI, "quality" (EFA Goal 6) was associated only to school education, and specifically to primary education. Moreover, quality was measured as "survival to grade 5". </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: large;"><b><span style="font-size: x-large;">13.</span> </b></span>Governments in Latin America and the Caribbean paid little attention to EFA when defining and implementing policies and plans for education. They prepared the reports requested by UNESCO, but few used them in practice. Countries' education agenda were defined by national dynamics and priorities, and in the framework of other international initiatives that emerged over the past two decades such as the <a href="http://www.summit-americas.org/">Summits of the Americas</a> (an initiative of the US government, coordinated by <a href="http://www.oas.org/main/english/">OAS</a>, see <a href="http://portal.oas.org/Portal/Topic/SEDI/Educaci%C3%B3nyCultura/PRIE/SobreelPRIE/tabid/1367/Default.aspx">PRIE</a>), the <a href="http://www.oei.es/cumbres.htm">Iberoamerican Summits</a> (an initiative of the Spanish government, coordinated by <a href="http://www.oei.es/">OEI</a> and SEGIB), and the <a href="http://www.un.org/millenniumgoals/">Millennium Development Goals</a>, all of which ran in parallel to EFA. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: large;"><b><span style="font-size: x-large;">14.</span> </b></span>A new plan was organized in 2008, in the context of the commemoration of the 200 years of Latin America's independence from Spain. The <a href="http://www.oei.es/metas2021.htm"> "2021 Education Goals</a>", coordinated by the <a href="http://www.oei.es/">Organization of IberoAmerican States</a> (OEI), were adopted at the <a href="http://www.oei.es/xviiicumbre.htm">XVIII IberoAmerican Summit</a> (El Salvador, October 2008) and were approved by the Chiefs of State of the 22 countries that integrate IberoAmerica: 19 in Latin America and 3 in Europe (Spain, Portugal and Andorra). The goals will run between 2011 and 2021, with 2015 as an intermediate deadline, so as to "reinforce the efforts aimed at achieving EFA goals by 2015" (initial document, p. 20). The <a href="http://www.metas2021.org/congreso/">IberoAmerican Education Congress</a> held in Buenos Aires-Argentina on 13-15 Sep. 2010 aimed at "discussing and materializing the objectives, goals, indicators, shared action plans as well as follow-up and evalutaion mechanisms" for such goals. The Plan was approved by the IberoAmerican Heads of State at the <a href="http://www.oei.es/metas2021/xxcumbreiberoamericana.htm">XX Iberoamerican Summit</a> "Education for Social Inclusion" (Mar del Plata, Argentina, 3-4 December, 2010). </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>15. </b></span>Also, at the end of 2010 the World Bank (WB) came up with <a href="http://siteresources.worldbank.org/EDUCATION/Resources/ESSU/463292-1306181142935/WB_ES_ExectiveSummary_FINAL.pdf">Education Strategy 2020: "Investing in People's Knowledge and Skills to Promote Development"</a>, addressed to 'developing countries'. The ES2010 focused on the Millennium Development Goals and especially on the two ones related to education; it planned to contribute also to Education for All (EFA) through the <i>Fast Track Initiative</i> proposed in 2002 by the WB and operating since then; announced a focus on learning and a shift from <i>Education for All</i> to <i>Learning for All</i>; it planned to be multisectoral and to include not only education offered by the State but also that provided by private entities and civil society organizations. According to the World Bank, ES2020 had two overarching goals: (a) system reform, beyond the provision of inputs, and (b) building the knowledge base for reform. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: large;"><b><span style="font-size: x-large;">16.</span> </b></span>By 2011-2012 it was clear that nor the EFA neither the MDG goals wuld be accomplished by 2015. MDG primary school grade completion would not be met by many countries, even if this was a modest goal compared to EFA's "basic education for all". </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;">The last EFA monitoring report highlighted the fact that by 2015 250 million children worldwide were unable to read and write, including many of those who completed four years of schooling (MDG goal), thus confirming the low quality of the education offered and the insufficiency of four years of schooling. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;"><br /></span>
<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: large;"><b><span style="font-size: x-large;">17.</span> </b></span>The proximity of the year 2015 mobilized efforts by engaged international agencies in order to try to accelerate the goals and to start discussing post-2015 alernatives. </span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ In 2010 UNICEF and the <a href="http://www.uis.unesco.org/Pages/default.aspx">UNESCO Institute for Statistics</a> (UIS) launched <a href="http://completarlaescuela.org/">Com</a><a href="http://completarlaescuela.org/">pletar la Escuela</a>, a <a href="http://www.uis.unesco.org/Education/Pages/out-of-school-children.aspx">Global Initiative on Out-of-school Children</a> focused on 25 countries. Its goal was having "All children in school by 2015". </span><br />
<br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ On September 26, 2012, the Secretary-General of the United Nations, BAN Ki-moon, launched in New York the <a href="http://globaleducationfirst.org/about.html">Education First</a> plan. The declared intention was to boost progress towards the <a href="http://www.un.org/millenniumgoals/">Millennium Development Goals</a> (2000-2015) and specifically <a href="http://www.un.org/millenniumgoals/education.shtml">Goal 2: Achieve Universal Primary Education</a> ("Ensure that, by 2015, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling" - four years of schooling, the indicator being "survival to grade five). EF established three priorities for the next five years: a) putting every child in school, b) improving the quality of education, and c) fostering global citizenship. </span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;">▸ The EFA Global Monitoring Report Team (EFA GMR) organized a series of activities, blogs and online consultations on the future of EFA beyond 2015 - <a href="http://www.unesco.org/new/es/education/themes/leading-the-international-agenda/efareport/post-2015/">"Education post- 2015</a>. </span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;">1. Completion of early childhood education, primary education and lower secondary education by all children and adolescents, whatever their circumstances.</span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">2.Quality of early childhood care and education, primary education and lower secondary education, so that all children and youth have an equal chance of achieving recognized and measurable learning outcomes, especially in literacy and numeracy. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">3. Acquisition of youth and adult of skills needed to obtain decent jobs and lead fulfilling lives, through equitable access to appropriate training, including via second-chance programmes. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">4. Elimination of inequalities, taking specific measures to reach those disadvantaged by factors such as gender, poverty, location, ethnicity or disability. </span><br />
<span style="font-family: "arial" , "helvetica" , sans-serif;">5. Financing of education to ensure all countries have the means to implement the goals.</span><br />

<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: x-large;"><b>18. </b></span>The <b>Global Thematic Consultation</b> ended with the proposal of an 'overarching goal' - “equitable quality lifelong education and learning for all”. "Its main purpose is to critically assess progress towards EFA based on the <a class="internal-link" href="http://www.unesco.org/new/en/education/themes/leading-the-international-agenda/efareport/tests/launch/">EFA Global Monitoring Report</a> and regional reports, to agree on tangible actions for follow-up and to prepare the future education agenda." The meeting considered EFA as a 15 year process starting in Dakar in 2000, ignoring the Jomtien decade (1990-2000). </span><br />

Many governments have increased spending, but few have prioritized education in national budgets, and most fall short of allocating the recommended 20% needed to bridge funding gaps. The picture is similar with donors, who, after an initial boost in aid budgets, have reduced aid to education since 2010 and not sufficiently prioritized those countries most in need".<span style="font-family: "arial" , "helvetica" , sans-serif;"><span style="font-size: large;"><b><span style="font-size: x-large;"><br /><br />21.</span></b></span></span></span> <span style="font-family: "arial" , "helvetica" , sans-serif;">In September 2015 the United Nations General Assembly approved the 2030 Agenda for Sustainable Development. Its <a href="http://sdg4monitoring.uis.unesco.org/quickdefinitions/">10 targets</a> are much wider than the six EFA goals; 7 of them refer to results and 3 of them to strategies to meet those results. 169

Education crosses the entire 2030 Agenda. It is agreed that education is fundamental to achieve all 17 SDGs. At the same time, it has been agreed that education needs major changes if it is to effectively contribute to the 2030 Agenda. <span style="font-size: x-large;"><b><br /><br />22</b></span>. The <a href="http://unesdoc.unesco.org/images/0024/002456/245656e.pdf">Incheon Declaration</a>,
signed at the end of the World Education Forum held in Incheon, South Korea, in May 2015, reaffirmed the need of a "new vision for education" as a requisite to accomplish SDG 4. At the heart of that "new vision" is the need to embrace a "lifelong learning approach". </span><br />

world has changed dramatically over these past 25 years. Heterogeneity is
the norm. Uncertainty is a characteristic of current times.
Universal goals, programmed for long periods of time,
evidently do not work. We must acknowledge
and respect diversity, adopt differentiated and flexible goals and
timelines, make sure that countries (not only governments but national societies)
take the lead in defining their education and learning agendas, priorities, needs and possibilities. </span></blockquote>

A 20 años del lanzamiento de la iniciativa mundial de Educación para Todos (Jomtien-Tailandia, 1990), a 10 años de la aprobación de los Objetivos de Desarrollo del Milenio (ODM) y a punto de aprobarse nuevas metas educativas - las <a href="http://www.oei.es/metas2021/">Metas2021</a> - en el <a href="http://www.metas2021.org/congreso/">Congreso Iberoamericano de Educación</a> convocado por la OEI (Buenos Aires, 13-15 sep. 2010), decidimos organizar el II Encuentro Presencial de Firmantes del Pronunciamiento Latinoamericano por una Educacion para Todos (el primer encuentro lo hicimos en Porto Alegre en 2001) y el I Encuentro Presencial de miembros de Comunidad Educativa, la comunidad virtual de firmantes. <br />
<br />
El encuentro se realizó en Buenos Aires (8-11 sep. 2010), previo al Congreso Iberoamericano, y concluyó con la redacción y aprobación del <a href="https://otra-educacion.blogspot.com/p/pronunciamiento-latinoamericano-por-una.html">II Pronunciamiento Latinoamericano</a>, a diez años de distancia del que preparáramos en ocasión del Foro Mundial de Educación (Dakar, abril 2000). <br />

Twenty years after the launch of the Education for All world initiative (Jomtien-Thailand, 1990), ten years after the adoption of the Millennium Development Goals (MDG), and prior to the adoption of new goals for the region - <a href="http://www.oei.es/metas2021/">Metas2021</a> organized by the Organization of IberoAmerican States (<a href="http://www.oei.es/index.php">OEI</a>) - we decided to organize the II Encounter of signatories of the Latin American Statement for Education for All (the first encounter was held in Porto Alegre-Brazil, in 2001) and the I Face-to-Face Encounter of Comunidad Educativa, the virtual community of signatories. <br />
<br />
The event was held in Buenos Aires (Sep. 8-11, 2010), prior to the<a href="http://www.metas2021.org/congreso/"> Iberoamerican Congress for Education</a> (also held in Buenos Aires, 13-15 sep. 2010). We concluded with a <a href="https://otra-educacion.blogspot.com/p/pronunciamiento-latinoamericano-por-una.html">II Latin American Statement</a>, ten years after the one we prepared and presented at the World Education Forum (Dakar, April 2000). The new document (available in Spanish, English and Portuguese) was circulated internationally for information and signatures. <br />

<span style="font-weight: bold;">Metas JOMTIEN: 1990-2000</span><br />
<br />
1. Expansión de la asistencia y las actividades de desarrollo de la primera infancia, incluidas las intervenciones de la familia y la comunidad, especialmente para los niños pobres, desasistidos e impedidos.<br />
2. Acceso universal a la educación primaria (o a cualquier nivel más alto considerado "básico") y terminación de la misma, para el año 2000.<br />
3. Mejoramiento de los resultados del aprendizaje de modo que un porcentaje convenido de una muestra de edad determinada (por ejemplo, 80% de los mayores de 14 años) alcance o sobrepase un nivel dado de logros de aprendizaje considerados necesarios.<br />
4. Reducción de la tasa de analfabetismo adulto a la mitad del nivel de 1990 para el año 2000. El grupo de edad adecuado debe determinarse en cada país y debe hacerse suficiente hincapié en la alfabetización femenina a fin de modificar la desigualdad frecuente entre índices de alfabetización de los hombres y de las mujeres.<br />
5. Ampliación de los servicios de educación básica y de capacitación a otras competencias esenciales necesarias para los jóvenes y los adultos, evaluando la eficacia de los programas en función de la modificación de la conducta y del impacto en la salud, el empleo y la productividad.<br />
6. Aumento de la adquisición por parte de los individuos y las familias de los conocimientos, capacidades y valores necesarios para vivir mejor y conseguir un desarrollo racional y sostenido por medio de todos los canales de la educación -incluidos los medios de información modernos, otras formas de comunicación tradicionales y modernas, y la acción social- evaluándose la eficacia de estas intervenciones en función de la modificación de la conducta.<br />
<br />
<span style="font-weight: bold;">Metas DAKAR: 2000-2015</span><br />
<br />
1. Expandir y mejorar el cuidado infantil y la educación inicial integrales, especialmente para los niños y niñas más vulnerables y en desventaja.<br />
2. Asegurar que, para el año 2015, todos los niños, y especialmente las niñas y los niños en circunstancias difíciles, tengan acceso y completen una educación primaria gratuita, obligatoria y de buena calidad.<br />
3. Asegurar la satisfacción de las necesidades de aprendizaje de jóvenes y adultos a través del acceso equitativo a programas apropiados de aprendizaje de habilidades para la vida y para la ciudadanía.<br />
4. Mejorar en un 50 por ciento los niveles de alfabetización de adultos para el año 2015, especialmente entre las mujeres, y lograr el acceso equitativo a la educación básica y permanente para todas las personas adultas.<br />
5. Eliminar las disparidades de género en la educación primaria y secundaria para el año 2005, y lograr la equidad de géneros para el 2015, en particular asegurando a las niñas acceso a una educación básica de buena calidad y rendimientos plenos e igualitarios.<br />
6. Mejorar todos los aspectos de la calidad de la educación y asegurar la excelencia de todos, de modo que todos logren resultados de aprendizaje reconocidos y medibles, especialmente en torno a la alfabetización, el cálculo y las habilidades esenciales para la vida.</div>

Han sido muchos los encuentros celebrados en el entretanto y numerosas las iniciativas creadas. ¿Qué ha cambiado desde entonces? ¿Qué se ha logrado? ¿Qué ha sido de la «visión ampliada de la educación básica» delineada en aquella oportunidad? A continuación entregamos algunos extractos del libro de Rosa María Torres «Una Década de Educación para Todos: el desafío futuro», cuya primera versión en inglés fue publicada por el IIPE UNESCO, Buenos Aires, 2000. Rosa María Torres, investigadora y especialista en educación básica, reside actualmente en el Ecuador y se desempeña como asesora independiente de gobiernos, agencias internacionales, y organismos de la sociedad civil. Ver más en el portal de <a href="http;//www.fronesis.org">Fronesis</a><br /></em></p><h3> La Educación para todos se «encogió» </h3><p> Lamentable, aunque quizás previsiblemente, las «lecturas» de la EpT que tendieron a primar y a traducirse en políticas y programas se apegaron más a la tradición de la <em>conservación </em> y el <em>mejoramiento </em> que al desafío del <em>replanteamiento </em> y la <em>transformación </em>. </p><p> Llegado el momento de la ejecución, y frente a la urgencia de los plazos y la presión nacional e internacional por mostrar resultados, la <em>Educación para Todos </em> fue inclinándose por los enfoques minimalistas, el corto plazo, la solución fácil y rápida, la cantidad por sobre la calidad. La <em>«visión ampliada» </em> de la educación básica y sus ambiciosas metas de una educación de calidad para todos, en muchos sentidos, se <em>«encogió» </em> (ver Recuadro 4). What has become of the “expanded vision of basic education” outlined in Jomtien? We publish here extracts from the book by Rosa María Torres, “One Decade of Education for All: The Challenge Ahead”, first published in English by IIEP UNESCO, Buenos Aires, 2000. Rosa María Torres, specialist in basic education, who has often written articles for this journal, is currently based in Argentina and working as an independent international education adviser with governments, international agencies, NGOs and teachers’ organizations. She is the author of numerous books and articles on basic education and teacher education.</em></p><h2> One Decade of Education for All: The Challenge Ahead</h2> <h3> Education for All “Shrank”</h3> <p> Unfortunately, although perhaps predictably, the interpretations of EFA that prevailed and translated into policies and programs in the 1990s are more along the lines of the tradition of preserving and improving,rethinking and transforming. rather than the challenge of </p> <p> Faced with rapidly approaching deadlines and national and international pressure to produce results within given timeframes, Education for All increasingly adopted a minimalist approach and favored facile, fast and short-term solutions, with a focus on quantity rather than quality. The <em>“expanded vision”</em> of basic education and its ambitious goals for quality education for all have, in many respects, “shrunk” (see Box 1). No se incluyen dos metas: la referida a la primera infancia (Meta 1) y la referida a la educacion básica de jóvenes y adultos. La razón que se da para esta exclusión es que “los datos correspondientes a ambos no están suficientemente estandarizados” (EPT 2007).
